KROLL & THE CHALLENGE FUND

The Challenge Fund is an Israeli intelligence funding operation, based in Israel and also known as Etgar, which means “challenge” in Hebrew. This limited partnership involves the biggest players in the Zionist funding network in North America with the most senior officers in Israeli military intelligence. This is one of the key funding entities for Israeli intelligence operations in the United States. The operation describes itself as, “two Delaware limited partnerships focused on equity investments in Israel-related privately held and publicly traded companies.”

The Challenge Fund was founded in July 1995. A second fund, The Challenge Fund – Etgar II L.P., was established in 1999. The funds claim to have a capital base in excess of $200 million, “making them one of Israel’s leading sources of private investment capital.” Challenge Fund investors include “a highly distinguished group of American and European investors,” primarily members of the extended Bronfman and Andreas families. Charles de Gunzburg, for example, a Bronfman cousin, is on the funds’ “investment committee.” Bronfman, which means distiller in Yiddish, is the family behind Seagram’s, the Canadian whisky company.

Andreas is the family behind the grain broker Archer Daniels Midland (ADM). The funds are managed by the “Challenge Partners,” a small team of “experienced professionals,” all Israelis of course, headed by Joseph Ciechanover, the president of the funds and member of the “Investment Committee”. Ciechanover is a former chairman of state-owned El Al Israel Airlines. Living in New York, he is also a member of the NASDAQ Advisory Board. He previously served as President of PEC Israel Economic Corporation [P for Palestine], which was later merged into I.D.B. Holding [Israel Discount Bank], a private investment and holding company.

Ciechanover served as Chairman of the Board of Israel Discount Bank, Israel’s third largest commercial bank, and was a member of the Bank of Israel Advisory Committee. He also served as Director General of Israel’s Ministry of Foreign Affairs, Head of Israel’s Defense Mission to the United States and Canada, and General Counsel to the Israel Ministries of Defense and Agriculture. Ciechanover’s daughter, Tamar, is a “managing partner” of the funds.

Another partner of the Challenge Funds is Maj. General Ilan Biran, the Chairman of the Board of Rafael Armament Development Authority Ltd. (since June 2007), former Director General of the Israeli Ministry of Defense, and president and CEO of Bezeq, the Israel Telecommunication Corp. During his military service, Biran served as Commander of the Central Command and the Technology and Logistic Branch of the IDF.

On the “advisory board” with Jeremy Kroll sit some of the most interesting people involved in the Challenge Funds. One is David Ivry, president of Boeing [Israel]. Ivry has held several senior military and diplomatic related positions, including Commander of the Israel Air Force (1977-82), an unprecedented ten-year period as Director General of the Ministry of Defense (1986-96), and Israel’s chief representative to the U.S.-Israel Strategic Dialogue. Ivry moved from the highest position in the Ministry of Defense to become the Minister of Strategic Affairs at the Prime Minister’s office from 1996 to 1999, and Ambassador to the U.S. from January 2000 through 2002. Ivry has twice served as Chairman of the Board of Israel Aircraft Industries (IAI).

From October 1977 to the end of 1982 [i.e. during the period of Israel's most egregious criminal air assaults on Lebanon], Ivry commanded the Israel Air Force (IAF). Ivry also directed the IAF’s criminal destruction of the Osirak nuclear reactor in Iraq. Ivry has a history of directing criminal actions using aircraft.

In 1962, David Ivry became the commander of the first Israeli squadron of the French Dassault Mirage fighter jet. During the six-day war of 1967, Ivry served as a Mirage pilot and the commander of the Mystère squadron. Ivry was either personally involved in the criminal Israeli attack on the U.S.S. Liberty with Mirage fighters or commanded those who were. Thirty-four American servicemen lost their lives in the Israeli attack. In any case, Ivry has clearly been involved in numerous war crimes and has shown very little regard for American lives.

Another member of the Challenge Fund advisory board is Jacob Perry (a.k.a. Yaacov Peri). Perry is another former head of the Shin Bet (Director GSS, 1988-94). In 1995, Perry left the secret service and “joined the business sector” with his appointment as president and CEO of Cellcom Israel Ltd., Israel’s largest wireless telephone service provider.

Avi Naor (Aharonovich) of the Aurec Group and president and CEO of Amdocs is another member of the Challenge Fund’s advisory board.

In addition to Ciechanover, the Challenge Fund has been managed by Yair Shamir, the son of Yitzhak Shamir, the Zionist terrorist who was involved in numerous assassinations, including the 1947 murder of the U.N. envoy to Palestine, Folke Bernadotte, a member of the Swedish royal family. Shamir is also suspected of being involved in the murder of President John F. Kennedy.

These are the kind of high-level Israeli intelligence agents that work with Jeremy Kroll on the “advisory board” of the Challenge Fund. Kroll brings a degree in fine arts (French and Italian) from Georgetown and his executive position with Kroll to the table. Who do you think makes the strategic decisions in this group? The Emergency Committee for Israel (ECI) is a neoconservative pressure group launched in July 2010 to promote militarist, “pro-Israel” U.S. policies. Among ECI’s tactics are producing ads that attack politicians who are deemed “soft” on terrorism and who question one-sided U.S. support for Israel. The group also hosts a website that provides information about political races and highlights key issues of concern via-a-vis Israel’s security.

According to its website:

The Emergency Committee for Israel seeks to provide citizens with the facts they need to be sure that their public officials are supporting a strong U.S.-Israel relationship. The Committee’s mission is to educate the public about the serious challenges to Israel’s security and about what elected officials in this country are doing and should do in order to meet those challenges.[1]

The group’s’s first act was to run a controversial attack ad in July 2010 targeting the track record of U.S. Senate candidate Rep. Joe Sestak (D-PA), which insinuated that he supported terrorists.[2]

Unlike earlier neoconservative-led endeavors that reached out to hawkish elements in the Democratic Party—like the Project for the New American Century—ECI is a decidedly right-wing affair. ECI board members include William Kristol, editor and founder of the Weekly Standard and cofounder of the Foreign Policy Initiative; Rachel Abrams, spouse of notorious Iran-Contra veteran Elliott Abrams; and Gary Bauer, a well-know Christian Zionist who leads the pressure groups American Values and Keep Israel Safe and serves on the executive board of John Hagee’s Christians United for Israel.

ECI’s director is Noah Pollak, an apparently rising star in the neoconservative firmament who has worked for Commentary, the Middle East Forum, and the Sheldon Adelson-supported Shalem Center in Jerusalem.[3]

Additional ECI principals include Michael Goldfarb, a former writer for the Weekly Standard who is vice president of Randy Scheunemann’s Orion Strategies—which apparently initially housed ECI[4] —and serves as an ECI advisor[5]; and Margaret Hoover, a long-standing Republican Party figure who served under Karl Rove during the George W. Bush presidency, and who initially owned the domain name used by the website. Hoover is the great grand-daughter of Herbert Hoover and a right-wing pundit and blogger.[6]

While ECI’s shared address with Orion Strategies has been confirmed,[7] there has also been speculation about whether the firm, which was recently hired to represent Sarah Palin, has also advised the new advocacy outlet. In an email exchange with Salon’s Justin Elliott, Goldfarb wrote:

I’m on the record as an adviser to ECI and its no secret that I work at Orion, where the Committee for the Liberation of Iraq sign is still proudly displayed on the front of the building. ECI will be opening an office next week, but given the urgency of our cause, getting an office sorted out seemed less pressing than exposing Joe Sestak’s anti-Israel record.[8]

The relationships between these groups and individuals has drawn attention. Wrote Inter Press Service’s Jim Lobe shortly after the group was launched in 2010:

So, apart from Goldfarb’s advisory status and a temporary letterhead, there may yet may be no formal connection between ECI and and the firm that advises Sarah Palin on “national and international” issues—the same firm that acted as one of many of Ahmed Chalabi’s “useful idiots,” including Bill Kristol, Elliott Abrams, and Gary Bauer. As Matt Duss at Think Progress suggested this week, with advocates like these, the emergency in Israel that the Emergency Committee was apparently created to address can only become more dire.[9]

The group first debuted in early July on CNN when Campbell Brown (spouse of neocon figure Dan Senor of the Foreign Policy Initiative) interviewed Pollak. Asked whether Israel and the United States were on the “same page,” Pollak said he thought not but that “there is a developing consensus that something needs to be done and that it would be very, very bad if the Iranians went nuclear.”[10]

.

In a subsequent interview with the right-wing Jerusalem Post, Pollak justified the group’s creation, saying, “We will not rest until there is a pro-Israel group representing every pro-Israel person on earth.”[11]

Asked how ECI differed from other “pro-Israel” groups, Pollak said:

“Well, for starters, ECI is pro-Israel. Our purpose is to address three major threats to the U.S.-Israel alliance in the context of the American political debate: the Iranian nuclear program and Iran’s sponsorship of terrorist groups; the campaign to delegitimize and isolate Israel; and the hostility of the Obama administration to the traditional closeness of the two nations. At bottom, we believe that the turn against Israel is a rejection of America’s special role in the world as a defender of liberal democracies. We will do great damage to our own national soul if we allow ourselves to become cynical participants in the international lynching of the Jewish state.”[12]

William Kristol provided a similarly banal reason for the group’s raison d’etre in comments to Politico, saying, “We’re the pro-Israel wing of the pro-Israel community.”[13]

Yigal Carmon (see above) is MEMRI’s President and founder. Mr. Carmon is frequently relied upon by leading media sources and government officials as an authority on current developments in the Arab and Muslim world. Mr. Carmon has briefed governments worldwide on issues ranging from jihad and terrorism to reform in the Arab world. In the United States, Mr. Carmon has given testimony on Capitol Hill and conducted briefings before Congress as well as at the State Department, Pentagon, Department of Homeland Security, Justice Department, Library of Congress, FBI, National Security Council, and NYPD counterterrorism division, and is frequently interviewed on a variety of Western channels, as well as on Arab TV. Steven Stalinsky has been Executive Director of MEMRI for a decade. Mr. Stalinsky’s expertise on the Middle East is sought after throughout Washington, D.C., where he has briefed staff of the White House, State Department, Homeland Security, Justice Department, Office of Director of National Intelligence, Government Accountability Office, and other institutions.  On Capitol Hill, Mr. Stalinsky frequently assists staff on issues related to the fight against terrorism.  His research has been used in major legislation centering on Iran and Egypt, and for the Saudi Accountability Act – which led to his invitation to testify about Saudi Arabia before Congress.  Mr. Stalinsky’s research has also made an impact internationally.  His articles have been cited in official United Nations documents, as well as by members of the U.K. and Canadian parliaments.  His groundbreaking expose on the official think-tank of the Arab League, the Zayed Centre, has been recognized as singlehandedly leading to the closure of this anti-American body.  Professor Menahem Milson is chairman of MEMRI’s Board of Advisors. Prof. Milson has taught Arabic literature at the Hebrew University of Jerusalem in Israel since October 1963.  He has been a visiting fellow at well-known academic institutions in the United States and England. Most of Professor Milson’s research has been in the field of modern Egyptian literature. He is the author of (among other publications) Najib Mahfuz: The Novelist Philosopher of Cairo (1998) – a comprehensive study of the Egyptian Nobel laureate. In recent years, his research interest has been directed towards issues of Arab antisemitism and reform versus Islamism in the Muslim world. At the Hebrew University of Jerusalem, Professor Milson served as head of the Department of Arabic Language and Literature, as Director of the Institute of Asian and African Studies, and as Dean of the Faculty of Humanities (1991/2 to 1997/8).  From October 1999 to September 2002, he was Provost of the Rothberg International School. He was President Anwar Sadat’s aide-de-camp during the latter’s historic visit to Jerusalem in November 1977. Professor Milson was educated at the Hebrew University of Jerusalem and at Harvard (Ph.D. 1964).

 Tufail Ahmad is Director of MEMRI’s Urdu-Pashtu Media Project, which monitors the media of Pakistan and Afghanistan. His research is focused on jihadist movements in Afghanistan, Pakistan, India and Bangladesh, as well as on counterterrorism policies and issues of cultural and religious freedom in the South Asian region. Prior to joining MEMRI, he worked for the BBC Urdu Service in London for approximately eight years; there he was in charge of coverage of Pakistan. A British journalist of Indian origin, Mr. Ahmad studied Social Systems for an M.A. at New Delhi’s Jawaharlal Nehru University, and received an M.A. in War Studies at the Department of War Studies, King’s College London. He also holds a Post-Graduate Diploma in Journalism from the Indian Institute of Mass Communication, New Delhi.

He received a Ph.D. in development planning from the University of Michigan.  Dr. Raphaeli has conducted groundbreaking work at MEMRI on Iraq, and was the first to translate the “Oil for Food” list of 270 prominent individuals and companies who were helping Saddam Hussein subvert UN sanctions against him. He has since focused on the fall of Saddam and the fledgling democracy in his native Iraq, including the historic elections of which he assisted in voting campaigns for Iraqi expatriates.
