William S. Cohen — Chairman & CEO, The Cohen Group
B. 1940. | 1997, William Cohen issues a comprehensive assessment of America’s defense requirements, called the Report of the Quadrennial Defense Review (QDR). This is a six-month analysis of the “threats, risks and opportunities for US national security,” and reviews all aspects of the US defense strategy. Among other things, the 1997 QDR outlines the conversion of six continental air defense squadrons to general purpose, training or other missions. It calls for there being just four “alert” air defense sites around the US: at Otis, Massachusetts; Homestead, Florida; Riverside, California; and Portland, Oregon, etc. (“…which made NO sense, and was insane.”) – http://www.historycommons.org/entity.jsp?entity=larry_arnold | Cohen has been Chairman and Chief Executive Officer of The Cohen Group, a business consulting firm, since January 2001. Prior to founding The Cohen Group, Mr. Cohen served as the United States Secretary of Defense from January 1997 to 2001. He also served as a United States Senator from 1979 to 1997, and as a member of the United States House of Representatives from 1973 to 1979. | http://www.ushmm.org/genocide/taskforce/bios.php?content=cohen_william | CBS – director; Center for Strategic and International Studies – trustee; Cohen Group – chairman & CEO; Cohen Group Financial Partners – chairman; Head N.V. – director; M.I.C. Optimal air & Space craft instead of X-51A etc.
The basic cause of the X-51A test failure is the obsolete way of thinking, based on force (Aerodynamics is based on limited ideas compensating the lack of wisdom by forced engines). The optimal air and Space craft are designed. They are based on a compromise between force and wisdom. There’s a need of an Optimal Development Center to build these craft and ensure Global Security by Strategic and International Studies
OPTIMAL AIR AND SPACE CRAFT. Optimal planes will be covering 1,000 km in 35 min and 10,000 km in 90 min. The bigger is the distance the bigger will be the speed, for the flight will be at a bigger altitude, i.e. in the less dense air and with a smaller gravity force. They’ll have a short runway, low noise. Their fuel expense, take off speed, trip’s price will be very low. They’ll be reaching Space easily. The results are based on the author’s main specialty. There’re positive references of a prominent specialist and of Rospatent.
Teregulov. Got Univ. ed. in 1962, Sci. degree in 1967, Sci. title in 1970 on General Mechanics with applications to air & other craft. Member of Kazan Academy of Scientific Creativity. My son got the same specialty to take part in this business. E-m slavturk@yandex.ru Ph/F +7 843 2365517 Get the details.
P.S. The EU grants about $5 billion for mycopter.eu since movement in the air is most effective, but they’ve no general ideas for it and the capitals may be spent in vain, like the flying cars based on the old general ideas terrafugia.com or pal-v.com The optimal air, water, land craft will reduce car accidents, jams, fuel expense, exhaust, global warming (droughts, floods), stop price rise. There’s a need to begin with the optimal flying car.
P.P.S. The global crisis, its main signs are shrinking economics, rise of prices, unemployment, incomes’ difference, crime, is caused by an excess power of force, exhausting potential of science. There’s a need to supplement it to get the new mass goods. That’s why there’re obtained the tech and social general ideas on Optimal Development. The tech means will give the new goods for the social ones, for peaceful development.

Addition to “Optimal air & Space craft instead of X-51A etc.”
The tech and social general ideas on Optimal Development (OD) have been obtained by a definite person at a definite time and place in Russia. The OD shows there’s a need to add to countries life a Sage Globalization, as the XXI century’s feature, for the global security by setting up set up a global OD Fund in the USA with investment of 0.001+ of all capitals a year up to 50% (to build a new economics to supplement the present shrinking economics) for a global OD Center in Russia headed by the OD author. To begin with, according to the US formula for investments in innovations (1 – 10 – 100, where 1 is theory, 10 is tests, 100 is production) the NASA, Boeing, Airbus etc. have to invest into the OD Fund 0.11 of their budgets. Part of the OD Fund will go to the mediators from GlobalSecurity.org, CSIS.org and other such like organizations and experts.
