Elizabeth Birnbaum, Director of the U.S. Minerals Management Service is the Obama-appointed official responsible for ‘the environmentally safe exploration, development, and production of oil and natural gas.’ She had absolutely no experience in the field when she was appointed to oversee the safe development of offshore oil in July 2009. Birnbaum quit as soon as disaster struck. Employees at her agency in Louisiana were ‘part of the industry’ and were more interested in watching pornography at work than monitoring the safety of offshore drilling operations. The Department of the Interior’s Minerals Management Service (MMS) announces the appointment of Mary Katherine Ishee as deputy director.
In this capacity, Ishee will assist MMS Director Liz Birnbaum in the administration of programs that ensure the effective management of energy resources located on the nation’s Outer Continental Shelf – including the development of offshore renewable energy – and the environmentally safe exploration, development, and production of oil and natural gas.
In this capacity, Ishee will assist MMS Director Liz Birnbaum in the administration of programs that ensure the effective management of energy resources located on the nation’s Outer Continental Shelf – including the development of offshore renewable energy – and the environmentally safe exploration, development, and production of oil and natural gas.
‘Mary Katherine brings more than two decades of experience in energy and environmental policy to MMS,’ said Birnbaum. ‘Her diverse background in the legal, legislative, regulatory, and administrative aspects of environmental and energy issues will be a real asset to MMS.’
Ishee comes to MMS from a position as an energy and environmental consultant in private practice. Before going into private practice, Ishee worked on Capitol Hill where she served as Senior Energy Counsel to the U.S. Senate Committee on Environment and Public Works (EPW) and as Counsel to the U.S. Senate Committee on Energy and Natural Resources.
“Ishee began her career as a staff attorney in the Solicitor’s Office in the U.S. Department of the Interior where she worked on a variety of onshore and offshore mineral development issues.
Ms. Ishee currently divides her time between D.C. and her home in the Virginia countryside near the Shenandoah National Park.

In March 2010, Dr. Thornhill was hired as Science Advisor to the Director. From 2001 to 2010, he was the Executive Director of the Society for Conservation Biology—an international society of 12,000 conservation professionals working to “advance the science and practice of protecting life on Earth.” Previously he was the Director of Learning and Communications for the Science Division for The Nature Conservancy (the global organization), and a Professor of Ecology and Evolutionary Biology at Rice University in Houston, Texas. In his role as the first Executive Director of the Society for Conservation Biology, he launched the executive office, oversaw the development of a professional staff, and initiated programs that have seen the global membership triple in seven years. Among these programs is the David H. Smith Conservation Research Fellowship Program, a two year postdoctoral research grant for outstanding early-career scientists, The Smith Program seeks to develop future world leaders and entrepreneurs who are successful at linking conservation science and application. Alan D. Thornhill earned his Bachelors and Ph.D. degrees in Ecology from the University of California, Irvine.

The Office of Policy and Management Improvement provides policy review and coordinated program and policy positions for the Director.
