The U.S. Public Health Service (USPHS) had been part of the Department of the Treasury from 1798 to 1939 and then a part of the Federal Security Agency (FSA) from 1939 to 1953. Under the New Deal the USPHS became more involved in the broader health concerns of the nation (Parascandola, p. 8). The Social Security Act of 1935 provided the Public Health Service with the funds and the authority to build a system of state and local health departments, an activity that it had already been doing on an informal basis (Parascandola, p.8). In 1939, President Franklin D. Roosevelt created the FSA, which brought together the Federal programs concerned with health and social welfare, including the USPHS (Lord, para. 2). In 1953, the FSA was abolished and the Department of Health, Education, and Welfare (DHEW) was created. The Public Health Service Hospitals were then regulated by DHEW.
In 1955 the scope and activities were expanded again. USPHS did assume more responsibilities due to this reorganization. For example, the USPHS became responsible for the health of the American Indians in 1955, and authority was transferred to the Bureau of Indian Affairs (Parascandola, p. 11). Also, in 1956 the Armed Forces Medical Library became the National Library of Medicine and was made a part of the USPHS (Parascandola, p. 11). Congressional Liaison Office (CLO)
The Director of the Congressional Liaison Office reports to the Assistant Secretary for Legislation and assists in the legislative agenda and liaison for bioethics, faith-based, and special projects. The office maintains the Department’s program grant notification system to Members of Congress (public access at: GrantsNet and TAGGS), and is responsible for notifying and coordinating with Congress regarding the Secretary’s travel and event schedule. In addition, CLO provides staff support for the Assistant Secretary for Legislation coordinating responsibilities to the HHS regional offices, and coordinates the Continuity of Operations Plan (COOP) for the Office of the Assistant Secretary for Legislation.

“The Office of the Assistant Secretary for Preparedness and Response (formerly the Office of Public Health Emergency Preparedness) was created under the Pandemic and All Hazards Preparedness Act in the wake of Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters.  ASPR focuses on preparedness planning and response; building federal emergency medical operational capabilities; countermeasures research, advance development, and procurement; and grants to strengthen the capabilities of hospitals and health care systems in public health emergencies and medical disasters. The office provides federal support, including medical professionals through ASPR’s National Disaster Medical System, to augment state and local capabilities during an emergency or disaster.
Under the Pandemic and All Hazards Preparedness Act, HHS is the lead agency for the National Response Framework  (NRF) for Emergency Support Function 8 (ESF).  The Secretary of HHS delegates to ASPR the leadership role for all health and medical services support function in a health emergency or public health event.”

DAB Divisions
-The Alternative Dispute Resolution Division provides alternative dispute resolution (“ADR”) services in appeals filed with the Board’s other three Divisions. ADR in Board cases typically involves either mediation or ombudsman services.
-The Appellate Division provides staff support for the Board Members, who are career civil servants appointed by the Secretary to provide an impartial, independent review of disputes arising in a wide range of HHS programs. The Board also provides appellate review of certain types of Administrative Law Judge decisions. In most cases, the Board decision is the final administrative decision of HHS.
-The Civil Remedies Division (“CRD”) provides staff support for the Administrative Law Judges (“ALJs”) assigned to the DAB. The ALJs are qualified under the Federal Administrative Procedure Act to conduct hearings on the record. Generally, the ALJ decision is an initial decision that may be appealed to the Board. If the ALJ decision is not appealed, it represents the final administrative decision.
-The Medicare Operations Division provides staff support to the Administrative Appeals Judges and Appeals Officers on the Medicare Appeals Council. The Council provides the final administrative review of claims for entitlement to Medicare and individual claims for Medicare coverage and payment filed by beneficiaries or health care providers/suppliers.

Daniel R. Levinson – Inspector General
View Full Size Image Daniel R. Levinson has headed the Office of Inspector General for the U.S. Department of Health and Human Services (HHS) since September 8, 2004. HHS is among the largest departments in the federal government, encompassing Medicare, Medicaid, public health, medical research, food and drug safety, welfare, child and family services, disease prevention, Indian health, and mental health services. It also exercises leadership responsibilities in public health emergency preparedness and combating bio-terrorism.
As Inspector General, Mr. Levinson is the senior official responsible for audits, evaluations, investigations, and law enforcement efforts, relating to HHS programs and operations. He manages an independent and objective nationwide organization of over 1500 professional staff members dedicated to promoting economy, efficiency, and effectiveness in HHS programs and addressing fraud, waste, and abuse.
In the wider government accountability community, Mr. Levinson serves on the Executive Council of the Council of Inspectors General on Integrity and Efficiency, where he chairs the Committee on Inspection and Evaluation. He also is a member of the Recovery Act Accountability and Transparency Board. He previously served as Editor-in-Chief of The Journal of Public Inquiry. Earlier in his career, he was a Government Member of the Administrative Conference of the United States.
Mr. Levinson has devoted much of his career to government oversight. Prior to his appointment at HHS, he served for four years as Inspector General of the U. S. General Services Administration, where he oversaw the integrity of the federal civilian procurement process. He earlier served a seven-year term as Chairman of the U. S. Merit Systems Protection Board, where he oversaw the integrity of the federal civilian personnel system and adjudicated a wide range of personnel appeals pursuant to the Civil Service Reform Act. He is also a former General Counsel of the U.S. Consumer Product Safety Commission.
Mr. Levinson is a graduate of the University of Southern California, and holds law degrees from Georgetown and George Washington Universities. He is a Certified Fraud Examiner and a member of the California, New York, and District of Columbia Bars.

David Blumenthal, MD, MPP serves as the National Coordinator for Health Information Technology under President Barack Obama.  In this role he is charged with building an interoperable, private and secure nationwide health information system and supporting the widespread, meaningful use of health IT. 
Dr. Blumenthal received his undergraduate, medical, and public policy degrees from Harvard University and completed his residency in internal medicine at Massachusetts General Hospital.  Prior to his appointment to the administration, Dr. Blumenthal was a practicing primary care physician; director, Institute for Health Policy; and the Samuel O. Thier Professor of Medicine and Professor of Health Policy at the Massachusetts General Hospital/Partners HealthCare System and Harvard Medical School. 
Dr. Blumenthal is a renowned health services researcher and national authority on health IT adoption.  With his colleagues from Harvard Medical School, he authored the seminal studies on the adoption and use of health information technology in the United States.  He is the author of over 200 scholarly publications, including most recently, “Heart of Power: Health and Politics in the Oval Office,” which tells the history of U.S. Presidents’ involvement in health reform, from FDR through George W. Bush.
A member of the Institute of Medicine and a former board member and national correspondent for the New England Journal of Medicine, Dr. Blumenthal has held several leadership positions in medicine, government, and academia including Senior Vice President at Boston’s Brigham and Women’s Hospital; Executive Director of the Center for Health Policy and Management and Lecturer on Public Policy at the Kennedy School of Government; and as a professional staff member on Senator Edward Kennedy’s Senate Subcommittee on Health and Scientific Research.
He was the founding chairman of AcademyHealth and served previously on the boards of the University of Chicago Health System and of the University of Pennsylvania Health System.  He is recipient of the Distinguished Investigator Award from AcademyHealth, and a Doctor of Humane Letters from Rush University.
Sachin H. Jain, MD, MBA - Special Assistant to the National Coordinator
Sachin H. Jain is special assistant to the National Coordinator for Health Information Technology.  In this role, he works closely with Dr. Blumenthal in executing his health IT agenda, leading initiatives on usability, private sector engagement, and disparities in care.  Prior to joining the ONC, he was a member of the faculty at Harvard Business School and a resident physician at the Brigham and Women’s Hospital. 
Dr. Jain holds his bachelor’s degree (AB), medical degree (MD), and MBA from Harvard University.  Dr. Jain has worked previously at McKinsey and Co, WellPoint, and the Institute for Healthcare Improvement.  He was founder of ImproveHealthCare.org.
While faculty at Harvard Business School, Dr. Jain worked closely with strategy professor Michael Porter on research into health care delivery reform.   He was a founding member and associate director of the Global Health Delivery Project and has consulted widely across the health care sector, including for several health information technology companies.  He is a recipient of the Paul and Daisy Soros Fellowship, the Henry Asbury Christian Award, and the Harvard Business School Dean’s Award.   
Dr. Jain’s writings have appeared in The New England Journal of Medicine, Health Affairs, Modern Healthcare and other publications.  The book he co-edited (with Susan Pories and Gordon Harper) The Soul of A Doctor (Algonquin Press: Chapel Hill) was published in 2006 and has been translated into Chinese (2008).  
A native of Bergen County, NJ, Dr. Jain now resides in Washington, DC.
Charles P. Friedman, Ph.D. - Office of the Chief Scientist
 Charles P. Friedman, PhD. is currently the Chief Scientific Officer for the Office of the National Coordinator for Health Information Technology (ONC) in the U.S. Department of Health and Human Services.  As ONC’s chief scientist, he leads a group responsible for tracking and promoting innovation in health IT, for research programs to improve technology, for applications of health IT that support basic and clinical research, for evaluation of all of ONC’s programs, for programs to develop the health IT workforce, and for activities supporting global eHealth.  Dr. Friedman served as Deputy National Coordinator for two years prior to assuming his new position.  He was lead author of the national Health IT Strategic Plan released in June of 2008.
Prior to joining ONC, Dr. Friedman was Associate Director of the National Heart, Lung, and Blood Institute of the National Institutes of Health. In this capacity, he founded the Center for Research Informatics and Information Technology, and functioned as the Institute’s Chief Information Officer. Dr. Friedman first joined NIH in 2003, as a Senior Scholar at the National Library of Medicine. 
From 1996 to 2003, Dr. Friedman was Professor and Associate Vice Chancellor for Biomedical Informatics at the University of Pittsburgh where he established a health sciences-wide Center for Biomedical Informatics, a well-funded program of informatics research, and masters and doctoral degree programs in biomedical informatics. He also served as Chief Information Officer for the University of Pittsburgh Schools of the Health Sciences.
Dr. Friedman obtained bachelors and masters degrees in physics from the Massachusetts Institute of Technology and also received a PhD in education from the University of North Carolina (UNC). He wrote his first computer program in 1966.  He spent over 19 years on the medical school faculty at UNC and served as Assistant Dean for Medical Education and Informatics. In 1985, he established the Laboratory for Computing and Cognition at UNC and, in 1992, started UNC’s medical informatics training program.
Dr. Friedman has written extensively for scientific journals, and authored a well-known textbook.  He is a past president of the American College of Medical Informatics, and was the 2005 chair of the Annual Symposium of the American Medical Informatics Association. He currently serves as Associate Editor of the Journal of the American Medical Informatics Association.

  1. I was contacted today by a Mr. Mark Johnson employee code GG9219 Tel# 202-657-4105 or #202-559-7678 about a general grant. Mr.Johnson said that I would have to donate $200.00 to the homeless and hungry in India before I would receive my grant money. I would like some information about this individual and if this is a lagit department, or if this is some kind of scam.
