In response to the uncovering of information about secret experimentation with radioactive substances on human subjects in 1994 and the creation of the President’s Advisory Committee on Human Radiation Experiments, the National Bioethics Advisory Commission was established as the first of its kind in the United States.
The NBAC was designated as a special advisory of not more than 15 persons, members and Chairman to be appointed by the President
