The RAND Corporation is a national security Think Tank, formed originally in 1945 by the US Air Force as Project Rand (for “research and development”) and formalized as an independent agency in 1948 under the auspices of Douglas Aircraft. RAND maintains technical and strategic “mission objective” policies for the military as well as expanded analyses on policy regarding public education, healthcare, housing and transportation. RAND is a nonprofit agency supported by taxpayer and private funding.
RAND developed the nuclear deterrence policy known as Mutually Assured Destruction (MAD), and it’s chief strategist, physicist/futurist Herman Kahn was notably incorporated into the Kubrick film character composite of “Dr. Strangelove”. RAND is focused on systems analysis, artificial intelligence, game theory and wargaming.  RAND alumnus staff Albert Wohstetter’s wife Barbara wrote “Pearl Harbor: Warning and Decision” which advocated pre-emptive strikes, informing the more current strategic military policy of staffer Donald Rumsfeld.
