Locher III  Go to fullsize image Locher has more than 25 years of professional experience in both the executive and legislative branches of the federal government, and is executive director of the Project on National Security Reform.  Locher graduated from the United States Military Academy in 1968, received an MBA from the Harvard Graduate School of Business Administration in 1974, and was awarded an honorary Doctor of Laws degree from Hampden-Sydney College in 1992. …Locher began his career in Washington as an executive trainee in the Office of the Secretary of Defense. Subsequently, he served in the Executive Office of the President as executive secretary of the White House Working Group on Maritime Policy. Returning to the Pentagon, Locher worked in the Office of the Assistant Secretary of Defense for Program Analysis and Evaluation. As an operations research analyst in the Mobility Forces and Naval Forces Divisions, he evaluated selected Navy and Marine Corps programs. …In 1978, Locher joined the Senate Committee on Armed Services as a professional staff member. Initially, he served as the senior adviser on international security affairs and force projection programs. In 1985, the committee assigned Locher responsibility for strategy and organization. He directed the bipartisan staff effort that resulted in the Goldwater-Nichols Defense Reorganization Act of 1986 and served as the senior staffer for the special operations and low-intensity conflict reform legislation, known as the Cohen-Nunn Amendment. …President George H. W. Bush appointed Locher to the post of assistant secretary of defense for special operations and low-intensity conflict in October 1989. He supervised the special operations and low-intensity conflict activities of the Department of Defense, performed as the principal civilian adviser to the secretary of defense on these matters, and represented the secretary in senior subordinate groups of the National Security Council. He served as assistant secretary throughout the Bush administration and the first five months of the Clinton administration. During the latter period, Locher also served as acting under secretary of defense for policy. Upon leaving government service in June 1993, he was awarded the Department of Defense Medal for Distinguished Public Service, the department’s highest civilian award. …Since 1993, Locher has been consulting, lecturing, and writing.  He served as a senior consultant to the Commission on Roles and Missions of the Armed Forces and as a member of the Secretary of Defense’s Task Force on Defense Reform and the National Security Study Group of the U.S. Commission on National Security/21st Century.  In 1999, Locher joined the board of directors of Power Medical Interventions, a medical device company.  Subsequently, he was elected company secretary and later board vice chairman. In 2002, Texas A&M University Press published his book, Victory on the Potomac: The Goldwater-Nichols Act Unifies the Pentagon. …In 2003-04, Locher served as chairman of the Defense Reform Commission of Bosnia and Herzegovina. In 2005, the National Society of the Daughters of the American Revolution awarded Locher its Medal of Honor for “outstanding service to the United States.”

Joel Bagnal - Former Deputy Assistant to the President and Deputy Homeland Security Advisor
 President of Detica Inc., a professional services company dedicated to solving complex analytical, policy, and technology challenges confronting America’s national security. …Before joining Detica, Bagnal worked in the White House from 2001 to 2008.  He served as deputy assistant to the president and deputy homeland security advisor, taking on the position of acting homeland security and counterterrorism advisor from January to April 2008. In this capacity, Bagnal oversaw the development and coordination of national policy relating to incident management and continuity of operations. Bagnal was brought to the White House Office of Homeland Security as the director of Incident Management and Threat Countermeasures, where he helped develop the National Strategy for Homeland Security and policy for national incident management. …Bagnal’s years in the White House were interrupted from July 2004 to May 2005, when he served as a special assistant to the commander of the North American Aerospace Defense Command and the United States Northern Command. Bagnal has also served as a special assistant to the director of the Homeland Security Task Force, Office of the Secretary of Defense; senior advisor to the deputy chief of staff for programs of the United States Army from June 2000 to September 2001; and as a domestic preparedness officer from September 1999 to May 2000, where he trained first responders on weapons of mass destruction consequence management in the nation’s largest cities. …From August 1998 to August 1999, Bagnal served as chief of operations for Multinational Division North and Task Force Eagle in Tuzla, Bosnia-Herzegovina during the Kosovo Air Campaign. Bagnal is a graduate of the United States Military Academy, and held command and staff positions as an infantry officer in the U.S. Army from 1986 to 1996.

Norman R. Augustine - Former Chairman and CEO, Lockheed Martin Corporation
  Augustine is the former Chairman and CEO of the Lockheed Martin Corporation, and currently serves on the Board of Directors for Phillips Petroleum, Proctor & Gamble, Black and Decker, and Lockheed Martin. He spent 10 years in the Federal Government, including a term as Under Secretary of the Army. After retiring from the industrial sector, Augustine taught at Princeton University in the School of Engineering and Applied Science. He has also been a trustee of Johns Hopkins, MIT, and Princeton, and he currently serves as a member of the President’s Council of Advisors on Science and Technology and the U.S. Department of Homeland Security’s Advisory Council. …Among Augustine’s many honors are the National Medal of Technology and the U.S. Department of Defense’s highest civilian award, the Distinguished Service Medal, given to him five times. Robert D. Blackwill - Senior Fellow, RAND Corporation
  ”Ambassador” Robert Blackwill joined the RAND Corporation in Santa Monica, California, as a senior fellow in July 2008.  From 2004 to 2008, Blackwill served as president of Barbour Griffith & Rogers International, a Washington consulting and government affairs firm. …Before coming to Barbour Griffith & Rogers, Blackwill was deputy assistant to the president and deputy national security advisor for strategic planning under President George W. Bush.  In this position, Blackwill was responsible for government-wide policy planning to help develop and coordinate the mid- and long-term direction of American foreign policy. He also served as presidential envoy to Iraq and was the administration’s coordinator for U.S. policies regarding Afghanistan and Iran. …Blackwill went to the National Security Council after serving as the U.S. Ambassador to India from 2001 to 2003. …Blackwill has also been the Belfer lecturer in international security at Harvard University’s John F. Kennedy School of Government. During his 14 years as a Harvard faculty member, he was associate dean of the Kennedy School, taught foreign and defense policy and public policy analysis, and was faculty chair for executive training programs for business and government leaders from Saudi Arabia, Kuwait, the Palestinian Authority, Israel and Kazakhstan, as well as military general officers from Russia and the People’s Republic of China. …Earlier in his career, Blackwill was the U.S. Ambassador to conventional arms negotiations with the Warsaw Pact, principal deputy assistant secretary of state for political-military affairs and principal deputy assistant secretary of state for European affairs. …The author and editor of many books and articles on Transatlantic relations, Russia and the West, the Greater Middle East and Asian security, Blackwill is a trustee and on the Council of the International Institute for Strategic Studies, a member of the Aspen Strategy Group, a member of the Trilateral Commission, and on the boards of the Nixon Center and Harvard University’s Belfer Center for Science and International Affairs. He was awarded the Commander’s Cross of the Order of Merit by the Federal Republic of Germany for his contribution to German unification during his time as special assistant to President George H.W. Bush for European and Soviet Affairs. Additionally, Blackwill is the recipient of the 2007 Bridge-Builder Award for his role in transforming U.S.-India relations. Each year the US-India Business Council confers “The Robert Dean Blackwill Award” to an individual who has made a major contribution to business interactions between the United States and India.

Additionally, Dr. Gerstein was selected to lead the Army’s most comprehensive restructuring since World War II called Transformation (2000-2001) and served on the Secretary of the Army’s Transition Team (2004-2005).
